1. "The PUK Responded to the Cease-Fire with Attack", In a statement made by the Peoples Defense Forces (PDF) General Headquarters, indicated that all guerrilla forces have positioned themselves for defense as directed by the party administration's decision for cease-fire.
2. "The OSCE is unable to research the minorities in Turkey", The Turkish Foreign Minister Ismail Cem who is trying to gain points from the Europe Union with words such as Kurdish TV and education, it has been uncovered that he has personally blockaded research on minority rights in the country.

3. "Blood money to Barzani", The Kurdistan Democratic Party (KDP) leader Mesut Barzani was paid compensation to the families that lost their lives a few months ago by Turkish Warplanes attack on the Lolan region.

 1. - Ozgur Politika - "The PUK Responded to the Cease-Fire with Attack":

In a statement made by the Peoples Defense Forces (PDF) General Headquarters, indicated that all guerrilla forces have positioned themselves for defense as directed by the party administration's decision for cease-fire. In the statement, it indicated that the decision could pave the way for a historical chance for a permanent and political resolution.
 
As for the PUK (Patriotic Union of Kurdistan) is responding by intensifying attacks. The guerrillas are in an active defense position, in the clashes 10 PUK peshmerges died. The PKK Press Bureau that announced that the unilateral cease-fire is active, called on firstly the Kurdish public, all sensitive circles to enforce pressure on the PUK for peace.

Barzani who awaits a meeting with Turkish Prime Minister Bulent Ecevit on Friday, his first stop was MIT (National Intelligence Service).

ANKARA

With the end of the summer, diplomatic traffic to Ankara is expected to liven up. Russian Prime Minister Mihail Kasyanov is to come to Ankara as the guest of Prime Minister Bulent Ecevit over Oct. 23-25 when they will discuss bilateral economic and military relations as well as regional developments.

At the end of the month Dutch Prime Minister Wim Kok is expected to come to Turkey and tour the earthquake regions.

Before the Accession Partnership Document is disclosed in Nov., the political directors of the EU troika, comprising Sweden, Finland and France, will come to Ankara on Oct. 6.

President Sezer will depart on a tour of the Turkic republics over Oct. 16-20, after hosting Czech President Vaclav Havel over Oct. 10-12.

The Foreign Ministry has also announced that Foreign Minister Ismail Cem will go to Bucharest on Oct. 20 for a meeting of Black Sea Economic Cooperation foreign ministers.

The EU term president describes government efforts as insufficient and states that the accession partnership accord has no explicit references to the Cyprus or Aegean issues

ANKARA

French official responsible for European affairs claimed that steps taken by Turkey to improve its human rights record were not sufficient, the Anatolia news agency reported. France holds the term presidency of the European Union.

Speaking at a European Parliament session on Tuesday night, where the issue of EU enlargement was debated, Pierre Moscovici, French minister responsible for European affairs, said the problems with Turkey's performance on the issues of human rights and basic freedoms were yet to be solved.

In the meantime French Foreign Minister Hubert Vedrine said the accession partnership accord expected to be announced soon did not contain any explicit reference to the Cyprus and Aegean issues.

According to diplomatic sources Vedrine's letter was sent in response to a letter from Foreign Minister Ismail Cem. Cem's letter, dated Aug. 31, was about Turkey's accession and how Turkey viewed the membership process. Ankara does not want the accession partnership accord, which will set down EU demands from Turkey within the scope of its ongoing membership process, to include anything on the Cyprus or Aegean issues -- which constitute the most problematic part of Turkish-Greek relations. Greece, on the other hand, is continuing its efforts to have them included in the accord.

6. - Kurdish Observer - "Peace depends on Ocalan":

The Mayor of Florence (Italy) accepted a motion which called on Italian government and European Union countries to improve the conditions the PKK (Workers Party of Kurdistan) Chairman is being kept.

The decision, which also pointed at the fact that Ocalan's health was deteriorating, was made by the Municipality Parliament. The statement read, "Ocalan's health condition is still serious. The cell that he is being kept is 13 square meter and he is taken out for fresh air only two times a day for 45 minutes each. These are the factors that deteriorate his health. The doctors that check up Ocalan have said that they did not have anything to do as long as he was kept in such conditions."

The followings were shown as the reasons: "If Ocalan is executed, the war between Kurds and Turks will be intensified and the paths for dialog will be closed. Italy gave political asylum to Ocalan and is responsible from the life of Ocalan. The Kurds in Europe have shown their support for Ocalan in numerous ways."

The requests were formulated in the following way: "Italian and European Parliaments should start diplomatic initiatives in European Union and other international organizations. These parliaments also should stop selling weapons to Turkey. The death sentence need to be removed, Turkey should stop militarization, and peace talks should be started. A delegation of doctors from EU should visit Ocalan to watch his health."
