Laura, I've looked at the codes on the pages in question, and the actual
problem is that after your <a name="blah"> code, you have a </a> code.
You don't close <a name=""> codes, so if you take the </a> off the code,
it should work just fine.
By the way, why are you using unviversal links (the full http: address)?
As long as the documents are in the same directory, relative links (just
the blah.htm#whatever) will work just fine, and gives the advantage of
mobility to your files.
