There seems considerable consensus that in-line material, especially on
the welcome page, should be very, very, brief. Links can be made to
bulkier material.

Largely a matter of preference. I come down on Bruce's side. To restrict
content on the basis of size subverts the utility of the Web. Breaking
large files into multiple files is maddening, not just for downloading,
but for reconstructing. A 20 page paper is generally under 50K, which is
an acceptable file size.
