I investigated a number of HTML editors in constructing my Centennial
Campus Tour page. The editor that I thought was superior was HotDog.
It can be found at "http://sausage.com". Tags can be added in any one of
several ways, the help files are very complete, and it is ready for HTML
3.0 specs. It even provides tips, telling you which browsers may not
support certain tags. It's just a great program. I know it runs on the
Windows 3.1 and 95 platforms. Check it out to see if it will run on others.
